Push the vegetables to the side and brown the ground beef in the same pan.
Incorporate the vegetables with the beef and add white wine, allowing most of the liquid to evaporate.
Add crushed tomatoes, tomato paste, beef broth, oregano, red pepper flakes, balsamic vinegar, and mix well.
Simmer the sauce for an hour on low heat.
Stir in milk and continue simmering for another 45 minutes.
Season with salt and pepper to taste.
Cook penne pasta according to package instructions.
Combine the cooked pasta with the bolognese sauce.
Serve the Penne Bolognese topped with freshly grated parmesan cheese and parsley. Enjoy!
