In a bowl, mix besan, rice flour, refined flour, asafoetida, carom seeds, ginger and garlic paste, turmeric, chili powder, lemon juice, and salt.
Gradually add cold water to the dry ingredients to make a smooth batter.
Coat paneer pieces with a little salt and dip them generously in the batter.
Heat oil in a kadai or wok on high flame and fry the coated paneer pieces until golden brown.
Drain the fried paneer on absorbent paper and sprinkle with amchur powder or chaat masala.
Serve the Amritsari Paneer Pakoras hot as a delicious snack.
