Season the minced beef and pork with salt and pepper.
Heat a pan with olive oil and fry the minced meat until crispy and brown.
Add finely chopped chili, ginger, garlic, and spring onions to the pan and fry for a few minutes.
Add sesame seed oil, brown sugar, and fish sauce to the pan and stir well.
Squeeze fresh lime juice over the mixture and stir.
Add spring onions to the pan and fry for a minute.
Remove the pan from the heat and set aside.
Make the dipping sauce by mixing brown sugar, soy sauce, sesame seed oil, olive oil, fish sauce, chili, and lime juice in a bowl.
Arrange baby gem lettuce leaves on a plate.
Spoon the chili beef mixture onto the lettuce leaves.
Drizzle the dipping sauce over the chili beef mixture.
Serve and enjoy!
