Whisk together whole milk, eggs, and vanilla extract. Set aside.
Whisk together butter, caster sugar, plain flour, baking powder, and salt. Add half of the milk mixture and mix. Then add the remaining milk mixture and whisk until fully combined.
Fill cupcake cases halfway, place a whole Oreo on top, then fill the cases with the remaining batter. Bake in the oven for 20 to 25 minutes.
For the icing, whisk together butter and icing sugar. Add milk and vanilla extract, whisk until combined. Fold in fine Oreo crumbs.
Transfer the icing into a piping bag and pipe onto the cupcakes. Top with half an Oreo. Enjoy!
