Chop bell peppers, onions, and smash a garlic clove.
Drizzle extra virgin olive oil on both sides of the steak.
Season steaks with smashed garlic, Adobo seasoning, black pepper, and oregano flakes.
Top steaks with peppers and onions, cover with plastic wrap, and marinate in the fridge for at least an hour.
Cook marinated steaks in a pan over medium-high heat.
Add sofrito, tomato sauce, white vinegar, Goya Sazon seasoning, and water to cover the steak.
Optionally add annatto powder and baby carrots.
Cover and simmer for about an hour and 20 minutes until the beef is tender.
Adjust salt and pepper to taste before serving.
