Tenderize chicken by massaging with baking soda, then let sit for 20 minutes.
Prepare marinade with sugar, salt, white pepper, grated garlic, rice wine, soy sauce, cornstarch, and canola oil. Marinate chicken for at least 10 minutes.
Rinse chicken to remove baking soda.
Cook noodles until al dente, then drain and set aside.
Stir fry aromatics (garlic, sweet onion, green onions, celery, carrot, cabbage, ginger) in a wok with oil.
Remove aromatics and stir fry chicken until browned.
Fry noodles in the wok, then add chicken and sauce (chicken broth, soy sauce, dark soy sauce, oyster sauce, sweet chili sauce, white pepper, sesame oil).
Add back aromatics, toss, and finish with rice wine. Serve hot.
