In a hot pan, add olive oil, fresh garlic, tomato, and bell pepper. Season with Italian herbs, paprika, salt, and pepper. Cook for five minutes until soft.
Transfer the cooked ingredients to a blender cup. Add light cream cheese and pasta water. Blend until smooth and creamy.
Return the mixture to the pan. Cook lean ground beef with the same seasoning for 8 minutes. Add cooked pasta and the creamy sauce. Mix well.
Garnish with parsley and Parmesan cheese. Serve and enjoy!
