Heat oil in a skillet and add diced onions and ground beef. Cook until done and drain the grease.
Season the meat with garlic powder, chili powder, paprika, crushed red pepper flakes, salt, pepper, and dried parsley.
Add frozen mixed vegetables, tomato sauce, pasta, beef broth, and milk. Mix together and add more broth if needed to fully cover the noodles.
Bring to a boil, cover with a lid, and let it simmer for about 10 minutes.
Remove the lid and let it simmer for five more minutes.
Add shredded cheese and mix it all together.
