Set up two cameras on tripods with the same settings.
Set one camera to shoot a traditional time-lapse at a variable frame rate of 2 frames per second.
Set the other camera to shoot regular video at 60 frames per second.
Record the time-lapse for 15-20 minutes and the video for 30 seconds to a minute.
Import both files into Premiere Pro.
Layer the time-lapse on top of the video.
Use the opacity mask tool to mask out the time-lapse on top so that the real-time movement of the water shows through.
Increase the feather of the mask to blend the two layers together.
Speed up the time-lapse layer to make it look more natural.
Use the 4k footage to digitally zoom in and out for a dramatic effect.
Export the final product.
