Heat 3 tbsp oil in a large pot. Add 1/2 large onion, fry for 3 minutes.
Add 2 cloves of garlic, fry for 30 seconds.
Add 1 leek, 1 red pepper, fry for 3 minutes.
Add 1 stick of celery, 1 carrot, fry for 4 minutes.
Add 2 potatoes, salt, and black pepper. Cook for 4 minutes.
Pour in 1.5 liters of water (6 cups). Simmer for 25 minutes over medium heat.
Add parsley and let it cool for 5 minutes.
Stir in 200 ml whipping cream (5/6 cup). Let simmer for an additional 5 minutes.
