In a salad bowl, combine the finely chopped hazelnuts, flour, salt, baking powder, cocoa, and vanilla sugar.
Create a well in the center of the dry mix and add the oil, water (or milk), and egg. Mix until a cookie dough forms.
Preheat the oven to 180°C.
Prepare a bowl of icing sugar.
Form small truffles from the dough, about the size of a teaspoon, and roll them in icing sugar.
Place the coated truffles on a baking tray lined with parchment paper.
