Marinate mutton with ginger garlic paste, turmeric powder, red chili powder, cumin seed powder, and salt. Let it sit for at least 45 minutes.
In a cooker, add water, peppercorn, cloves, cardamoms, bay leaf, cinnamon sticks, and salt. Boil the mutton until 80% done.
Add milk, clarified butter, cumin seeds, one bay leaf, maize, cinnamon stick, nutmeg, black cardamom, black pepper, two cloves, green cardamom, fried onion, and a little salt. Sprinkle Biryani Masala, coriander leaves, and boiling water. Top with fried onions, coriander leaves, and fresh mint leaves. Add kevra water and clarified butter. Cook until done. Serve with fried onions on top.
