Boil 12 ounces of water in a pot. Cut scallions and meat into chunks. Add meat and ginger to boiling water, cook for 5 minutes, and skim off scum.
Brown onion, ginger, scallions, and garlic in a pot with oil. Add brown sugar, then beef. Stir in dark soy sauce, light soy sauce, cooking wine, bean paste, and ketchup.
Pour in the broth, add spices in filter bags, and cook in an Instant Pot for 30 minutes or simmer on the stove for 3 hours.
Adjust seasoning with salt or bouillon. Serve with cooked noodles, bok choy, and garnish with Chinese vinegar and hot oil.
