Make the chipotle sauce by blending mayonnaise, sour cream, chipotle peppers, chipotle powder (if using dry), lime juice, garlic, and salt until creamy.
Slice the red bell pepper, green onions, jalapeno pepper, and chop cilantro for garnish.
Cook rice according to package instructions or prepare cauliflower rice.
In a saute pan, heat olive oil and cook shrimp until opaque and pink, then set aside.
Cook diced red bell pepper until softened, then add white parts of green onion, garlic, salt, and pepper. Cook for 2 minutes.
Add chipotle sauce, milk, and simmer. Return shrimp to the pan to warm through.
Adjust sauce consistency with more milk if desired.
Remove from heat and garnish with green onion, cilantro, and jalapeno slices.
