In a saucepan, combine milk, water, and instant coffee. Bring to a simmer.
Add cocoa powder, chocolate chunks, and butter to the saucepan. Transfer the mixture to a bowl and let it cool.
In a separate bowl, mix flour, baking powder, and salt.
In the bowl with the chocolate mixture, add dark brown sugar, regular sugar, oil, eggs, and vanilla. Mix well.
Gradually add the flour mixture to the chocolate mixture, folding gently. Avoid overmixing.
Fold in 1/3 cup of chocolate chunks.
Bake at 375°F for 24 minutes.
For the filling, heat heavy cream, chocolate chunks, and a pinch of salt until smooth.
Fill the muffins with the chocolate filling.
