Marinate beef fillet with Shaoxing wine, soy sauce, cornstarch, salt, and oil. Let it sit.
Chop bell peppers and onions into petals. Mince ginger and garlic.
Combine beef stock, light soy sauce, dark soy sauce, oyster sauce, ketchup, sugar, MSG, black pepper, citron pepper, corn powder, white pepper, and cornstarch in a wok with a little oil.
Sear the marinated beef on all sides for a few minutes, then set it aside.
Saute garlic, ginger, and vegetables in the wok. Add back the beef when vegetables are slightly translucent.
Pour in the sauce and thicken.
Finish with sesame oil.
