Cut 4 green onions, separating the white and green parts. Cut them into 2-inch sections and keep them separate.
Crush and finely mince 4 cloves of garlic.
Cut 1 onion into large strips.
Slice the beef against the grain into average thickness.
Marinate the beef with soy sauce, dark soy sauce, oyster sauce, sugar, a little baking soda, corn starch, oil, and sesame oil. Mix well.
Preheat a pan over medium-high heat, add oil, and stir fry the white part of the green onion and onion strips with a pinch of sugar and salt. Remove when ready.
Add more oil to the hot pan, pan fry the beef until slightly browned. Stir in the minced garlic and cook until beef is 70% done.
Add rice wine, dark soy sauce, oyster sauce, and water. Let the sauce thicken.
Add crushed black pepper and the cooked onions back to the pan. Mix well.
Stir everything together and serve.
