Soak red peas overnight in cold water for easier cooking.
In a pot, combine soaked red peas, garlic, water, thyme, scallion, and pepper. Bring to a boil.
Add coconut milk to the pot and let it boil for 45 minutes until peas are cooked.
Wash rice thoroughly to remove impurities.
Once peas are cooked, add washed rice to the pot gradually, ensuring the water level is at least an inch above the rice.
Mix well and adjust water if needed.
Let the mixture boil, then reduce heat to medium once it starts bubbling rapidly.
Cook on medium heat for 20 minutes, then reduce heat to low and let it steam for another 20 minutes until rice is cooked.
Serve and enjoy the traditional rice and peas dish.
