Roast tomatoes, onions, bell pepper, and jalapenos until charred.
Blend roasted vegetables with oregano, cumin, allspice, vinegar, salt, pepper, and water.
Sear chicken in a pot until golden, then set aside.
Saute onions, bell pepper, jalapenos, garlic, and bay leaves in the same pot.
Add blended mixture and chicken back to the pot. Simmer until chicken is cooked.
Prepare Mexican rice by sauteing rice, adding water with chicken bouillon, and simmering until cooked.
Serve Pollo en Tomate with Mexican rice and corn tortillas. Enjoy!
