Brown ground lamb in a large pan over medium heat.
Add diced carrots, celery, and onion. Cook until softened.
Stir in minced garlic and tomato paste, cook until fragrant.
Pour in Guinness beer, Worcestershire sauce, and beef stock. Bring to a boil, then simmer until reduced by half.
Add peas, thyme, rosemary, and flour. Simmer until thickened.
For mashed potatoes, boil and rice potatoes. Mix in butter, heavy cream, Parmesan cheese, salt, pepper, and egg yolks.
Spread the lamb mixture in a baking dish, top with mashed potatoes.
Bake at 400°F for 20 minutes, then broil for 2-3 minutes until golden brown.
