Melt butter and add frying oil to a pan.
Add flour and cook until the flour taste is cooked out.
Add broth and milk gradually while whisking.
Bring to a simmer and continue whisking until desired consistency is reached.
Taste and adjust seasoning as needed.
Pour gravy into a dish.
Fry the breaded steak in hot oil until golden brown and cooked to 165 degrees.
Serve the steak with the gravy and mashed potatoes.
