Pour flour into the water mixture and knead until it forms a dough. Cover and let it rest for 10 minutes.
Divide the dough into 4 pieces and shape each piece accordingly.
Wash and chop fresh green onions. Add a pinch of baking soda to the green onions.
Prepare a mixture of flour and corn starch. Sprinkle it on each piece of dough while rolling them out.
Melt salted butter and brush it on the dough. Sprinkle green onions and cheese on top.
Fold the dough using one of the two methods demonstrated.
Heat oil in a pan over medium heat. Fry the pancakes for 2 minutes on each side or until golden brown.
Brush some oil on top of the pancakes while frying.
Serve the crispy outside and soft inside green onion pancakes hot.
