Heat oil in a pot over high heat and add ground beef. Let it brown on one side without moving it too much.
Add diced onion and minced garlic to the pot and stir until the onions are soft.
Add chili powder, cumin, oregano, garlic powder, salt, and black pepper to the pot and stir until the spices are fragrant.
Add Rotel tomatoes, chicken stock, red beans, and bay leaves to the pot and stir to combine.
Let the chili simmer for 30 minutes to develop the flavors, or cook in a pressure cooker for 20-30 minutes.
Add fish sauce and masa harina to the pot to thicken and enhance the flavor.
Serve with grated cheese, Mexican sour cream, and cilantro. Enjoy!
